TPS63020: what's the working condition for TPS63020 when input close to output

I have checked the datasheet, it says the four switchs will not switch at the same time. So i want to check which working mode it is when input close to output.

Did you take a look at section 7.4.3 of the datasheet?
Basically in this "buck-boost" region, the converter is always switching between buck mode (L1 swiching) and boost mode (L2 switching).

Which condition is it? one cycle buck, one cycle boost. Right?

The number of buck and boost cycle is not fixed, it depends on the regulation needed, it is controlled by the buck-boost Overlap Control block (Figure 7 of datasheet). You can find a description of this block in section 7.4.3.
