TPS65217C DCDC External Resistor

I am currently using the TPS65217C with AM3352 and DDR3 ram. I would like to use the spare (VDCDC2) DCDC converter to power all +3.3V devices on the board. The VDCDC2 converter by default is 1.1V however I would like to use external resistor to set up this converter to produce +3.3V. I have used the formula Vout = Vref x (1 +R1/R2), where Vref is 0.6V however when I try to power the device up it fails. Values that I have chosen for R1 and R2 are 45K3 and 10K respectively. Could you please explain why the TPS65217 chip fails to power up with external resistors, thanks
