Question about DCV010512PU

Hi there:

I need a 5V to 12V DCDC converter for my project and I found DCV010512.

I'm now set a test circuit for this chip with no load, and the output voltage is 31V.

Is this normal for this chip? 

And can I get a stable output voltage from this chip by using outside circuits?

    The DCV010512PU  has a unregulated output voltage. The output voltage is totally dependent upon the output load . AT 10% load to 100% load , the output voltage regulation can vary typically  23% to 38% . At 75% load with input voltage equal to 5V+/-1%, the output voltage variation can be between  11.4V to 12.6V.
