LMZ34002: No output with load or with UVLO resistors

I use LMZ34002 to convert 24VDC to -15VDC with Rset 178K. This output remains at -0.9V if I have 2 UVLO resistors (174K and 16K to set Von threshold at 14V). I do not have output on/off control for this board. When removing both resistors, if I disconnect all load, the IC outputs -15VDC as desired. If there are 100uF capacitors and light load (20K + 1mA LED), it takes some minutes to turn on to -15V. Please assist.
