LM2585 IC bolted short circuit in flyback application

In one of our projects, we are using the LM2585 IC from National (now TI). The IC has a hic-cup mode of operation wherein during a short-circuit the switching frequency reduces from 100 kHz to 25 kHz to reduce the input current. We are able to make this feature work when we perform the short-circuit after steady state operation of the power supply. However, when we start the circuit with a bolted short-circuit, the IC is not able to differentiate this condition (maybe it thinks it's soft start) . Any ideas for control of the IC for bolted short circuit detection? We are thinking of control of the "Comp" pin...will it work? Any app notes or design suggestions will be of great help
