SN54AC00-DIE: 54AC00 Maximum operating frequency

This logic FAQ post suggests that a clock device in the same family can be used to estimate the max frequency of a logic device.

After searching through logic product tree for AC devices in military temp range, I chose the SN54AC74 as a good candidate.
This device has fclock max of 70Mhz for the military version. There may be other factors that could influence the max rate, such as output loading.
