TMP007 S0 Coefficient can't be set to the correct value?

The TMP007 Datasheet (SBOS685C) specifies the range of the S0 coefficient register as 0 to 298x10^-15 (section 7.5.11.1).  The TMP007 Calibration Guide (SBOU142, section 1.2.1) says "S0 is the material emissivity x the Stefan-Boltzman constant.

The Stefan-Boltzman constant is 5.7x10^-12.  With the maximum value of S0 being 298x10^-15, that means the maximum material emissivity is (298x10^-15) / (5.7x10^-12), which is 5.228x10^-2.

Is the maximum material emissivity really 0.05228?  Or did I overlook something obvious in the documentation?  

To throw a little more confusion in, Table 1 in the Datasheet (SBOS685C) indicates that the field of view (FOV) also plays a role in determining S0, but there's nothing that says how the FOV affects S0.

And then to throw a lot of confusion in, this post says "An initial esstimate for the S0 co-eff can be calculated as the material emissivity times the default value". So what is S0, and how does one go about determining a theoretical value that will at least get close?
