Any alternative to flashing the turnkey module

Other Parts Discussed in Thread: CC2540

Following is the functionality that I want to achieve using the BLE technology:

" A turnkey BLE module such as BLE112 of BlueGiga or PAN1740 of Panasonic or BR-LE4.0-S2A (CC2540) of BlueRadio with embedded BLE stack of Proximity and / or Find Me Profile will broadcast a unique Identifier (say a 8 digit unique string) along with the other services of these profiles "

At the same time I want to avoid flashing the module and want to use it as it arrives from the manufacturer. Is it possible for me to achieve that ? Is the nBlue™ nano ampere network module of any help to me as they claim  it requires no external components or firmware? Can I use any other turnkey solution? What about AT commands?
