is it still the intention of TI of have support for Bluetooth 4.2 on the 2640 around December, if so we will postpone hardware changes that we were invisiging we would be obligated to make.

Yes, that is still the plan. For the CC2640 no changes in HW are required, it is just a matter of updating to the latest BLE stack when it is released.

The plans have slipped somewhat since August. The current plan now is to release BLE 2.2 (with full 4.2 support) in Q2 2016.

It doesn't support BLE 4.2 yet. You have to wait BLE Stack 2.2 to release.
