That is good that part mystery is cleared up. The absence of internal NTC biasing explains what you have been seeing with the device not working in the configuration described in the bq24074 datasheet.

The only difference is the BATTERY PACK T EMPERATURE MONITORING. bq24072 uses current mode and bq24072T uses voltage mode. Please see pg5, pg28-29 of bq24072 d/s and pg5, pg24-25 of bq24072T d/s for m ore details.

Refer Datasheet bq24072, Page 4,
OUT Pin Voltage Regulation, when VIN > VOUT + VDO(IN-OUT), VBAT < 3.2 V ==> 3.4V
In actual when battery is removed, the output voltage is 4.4V, not 3.4V as above for Vin = 5.2V.
