Regarding the BQ2961, the OVP and UVP are factory programmed and cannot be changed. There are different options available - see the Device Options Table 1 in the datasheet.
I will leave the remaining questions for the BQ40Z50 for the gauge…

I suppose if you are attaching the cells individually, this may work. I am concerned about what would happen if one device was in fault mode and the other was not.
Have you looked into some of our 2S protectors? These may be a better fit…
