I am afraid are you recommending the CDCS503 as an interface between the CDC3RL02 (1.8V LVCMOS output) & CDCM7005 (3.3V LVCMOS input)? Since CDCS503 is operating at 3.3V and its VIH min is 0.7VCC (2.31V). Please clarify.

Is clockout pin give output in LVCMOS ? ..would this clock become glitch free ,if i put cdcs503-q1 clock buffer in path between C5535(DSP) And PCM1681(DAC) ?

I did not decide the crystal frequency yet. Preferable would be 24MHz, so I can use a pass through on Y1 for USB clock. But this crystal might be more expensive than a 27MHz one often used for DVB/DVD clocking. Do you know were I can buy…

TI has the CDCE913 that is a programmable PLL. So you can program it via I2C or programm the EEPROM in order to set the x2 fatcor.
In terms of straight multiplication we have the CDCS503 that multiplies x4 and also it can add SSC if needed.…
