Make sure that CS is going high between every write/read command:

And the write to the DAC0 register might not be going through because that access cycle is more than 24 bits based on when you are toggling…

Offhand, I don't see anything that's a problem in the setup of the device. Is it possible that the device on the board is a 16-bit device? If the device is the DAC80504 instead of the DAC70504 then this would be a 16-bit device. A code of 16383…
