I conducted some test on OPA in different voltage supply, and OPA also use DAC with VREF=2.5V:
1. When VCC>2.5V, the OPA works well and output expected voltage value
2. When VCC<2.5V, the VREF+ output pin voltage decreases as VCC decreases…

Thanks. So INA350 need a REF like reference design if I want to cancel offset by software. But it will need a extra OPA as ref buffer.
I will choose INA351 for this design.
So if I use, from CCS Theia syscfg for OPAx:
PSEL=VREF
NSEL=RTOP
MSEL=Open
(Gain shouldn't matter)
and enable OPA output pin, should I get VREF buffered out on the selected OPA output pin?

Yes, the op-amp was completely removed. So was the 27k, and connections wired directly to output and output gnd. Functionally it works fine, and the buck-boost starts fine. Also at elevated temperatures.
