I the datasheet for UCC28019A limits its application for less than 2kW and honestly for such high power levels I would recommend using an interleaved CCM controller like UCC28070A.
Please find attached a reference design for a 3kW power supply…

You need a two stage approach, PFC + DC/DC isolation stage.
For the PFC stage I recommend the UCC28180 PFC controller or the UCC28070 two phase interleaved PFC stage controller

I assume you need an 85Vac to 265Vac input voltage range?
The output is 1.2kW so it will most likely need a PFC front end to converter the AC line to a 380V to 400V BUS and then a phase shifted full bridge to converter the PFC DC voltage down to 12V…

Or are we still talking about the pfc circuit attached in the initial question?
Have you found out what is pulling the SS pin low?
The PMP4259 reference design does not have Q5 in the BOM and it is not fitted…
