In the datasheet, the recommended VCC is between 4.75 V to 5.25 V. But the actual range shown is –0.5 V to 7 V. Can I use SN74CBT16233 with 2.5V supply?

Yes, using a multiplexer would most likely be the best approach to expand the functionality of the limited GPIO.
