customer using TPS2419 on their system, but they found when they input 12V on C pin, they could test 10V on A pin, and up to 20V on BYP pin. Nothing change when they pull up or pull down EN pin.

My customer found there is 0.6V jump during start up. After add 2Kohm gate resistor, there is still 0.6V jump.
Does it have soft start function or any external soft start circuit?

You will not need an ORing diode if all 4 of your power modules are always powered on and providing load current. If you wish to switch on and off any power module then you will need an ORing diode such as the TPS2419
