Check out the TI latest Wide VIN Supervisor meant for 12V battery operation. If they need UV/OV then use TPS37-Q1 and only UV use TPS38-Q1

For Wide VIN voltage monitoring check out TPS38-Q1 or TPS37 . These have adjustable options and can use external resistor to set the voltage threshold
