In the system the VDD rail comes up after the S3,5 are externally driven (<2V). Are there internal clamping diodes for these inputs to VDD (ESD or otherwise)? I see no such restrictions in the datasheet.

Considering the DC bias characteristics, LMK063BJ224KP is not satisfied 0.22uF.
