Also, you used the inverter TPS60400 to create the negative voltage for the current mirror. Can an inverter be used to create the EA BIAS voltage or does it require more current capability?

It sounds like what are trying to do is create a +/-5V supply, for example? You usually keep the same system ground reference and create the voltages with switching power supplies. The TPS60400 is a simple inverter one.
You could use the TPS62080 to go from 5V to 4V or an LDO.
For the -1V rail, you could use the TPS62120 from 5V with this app note: www.ti.com/.../slva478b.pdf

I've not seen a single chip with a negative voltage but 2 discretes can do.
The TPS60400 family can easily make your -5V.
For the 3.3, the TPS82740B is the absolute smallest device. TPS62237 would be a discrete version but still small.
