I have question about full swing output voltage with open-loop.
The our evaluated schematics is using V+=5V,V-=GND, Load =about 20Kohm. It used as comparator.
if IN+>IN-, I expected output voltage is lower 1V than V+ based on claw graph , however actual output voltage was almost 5V.
Does the LM324LV have output rail to rail function?

The LM324LV uses a plain CMOS output, so it is rail-to-rail.
The claw graph in figure 6 appears to use an asymmetric power supply, or is not labelled correctly.
The datasheets of the similar LMV324, LMV324-N, and LMV324A devices do mention the rail-to-rail outputs; I do not know why the LM324LV datasheet does not.

yes, according to the TINA-TI simulation below, the LM324LV is output rail-to-rail

It is tested to meet a 1V loss or less. So 1 is a maximum. The 1 as a minimum is obviously in error; it doesn't make sense to just have a minimum voltage loss limit.
If by some odd occurance VOH was 0.9V from VS+ then the device would pass factory test, but it would not be considered rail to rail anymore.
