Looks like no one knows how to set up their own TI op amp into current sink mode.

Sorry but I have found your questions and descriptions ambiguous.
Here is a modified Howland current sink using the OPA548. Output current is -2A and compliance voltage is approximately 4V to 20V in simulation. Use precision resistors. The 2V input voltage sets the -2A output current in the load. Current flows from the load through the 1ohm resistor, R5, into the op amp and to ground.
