We designed the comparator using LMV7219 in which reference voltage is at 4.6 on IN+ pin and by increasing voltage on IN- Pin up to VCC comparator does not trip.

Thank you for your post. From what I am gathering, if you are setting your reference at 4.6V, with a 5V supply, you are going past the input common mode range specified on the datasheet. The spec'ed for that parameter is "-0.2 below the ground to 1 V below VCC" (Section 7.1 of LMV7219 datasheet). For this application to work, you either would need to reduce the reference voltage to fit within that range (-0.2 to 4V in your case), or find another part that has rail to rail input common mode range.
