OPA4171: Electrical Characteristic Temperature Clarification

Hello,

I'm looking for some clarification on the datasheet for the subject part (OPA4171AQPWQ1).  Section 6.6 Electrical Characteristics states that:

at TA = 25°C, VS = 2.7 V to 36 V, VCM = VOUT = VS / 2, and RLOAD = 10 kΩ connected to VS / 2 (unless otherwise noted)

A few lines down, the table explicitly defines “Input offset voltage over temperature” as T_A = -40°C to 125°C under the Test Conditions column.  Elsewhere in the table there are entries such as “Input bias current over temperature” where the Test Conditions cell is blank.  See image.

Does a blank Test Conditions column imply that the corresponding parameter is "guaranteed by design" but not tested?
