Yes, this is a normal occurrence, and we have it in our queue for datasheet update to have this wording removed, as there is in fact a connection internal to the device. We mark the device as reserved in the pin table, and recommend connection to ground, as this is a test pin pin used in manufacture. There is a weak pull-down internal to the device, so it should be ok to be left floating, but grounding is best practice to prevent any unintended effects by the pin (noise, etc.).
