My customer checked XRAY for LM2901PWR.
The lead frame was different depending on the device.
Is this a normal product?

Yes, there can be different lead frames within the same product due to differing assembly sites. High volume devices such as this device are built at multiple sites or subcons.
However, in this case, these are actually slightly different lead plating (same die, though).
Note that the top picture has an underlined G4, and the bottom has an underlined G3. These are the lead finish codes. Please see the following page:

The top is a LM2901PWRG4 (NiPdAu plating)
The bottom is a LM2901PWRG3 (tin (Sn) plating).

The different plating use different lead frames.

Note that if they ordered the LM2901PWR (with no G letters), then they may receive either the G3 or G4 version - depending on what is available in stock.
