I would like to know that LM211-EP setting.
I would like to set VCC+/- are +/-5 and Vout connect resister to gnd. Because Vout swing level from gnd to over +3V.
Does it work correctly with those settings?

It looks fine.
Just remember that the allowable input voltage range is -3V to +3.8V.

I will design output circuit that collector of transister connect to VCC+ and emitter connect to resister through gnd.

Just remember that the output is now inverted when running in open emitter mode. Note the output phase below compared to the above. You will need to swap the inputs to get a similar response.
