Datasheet says common mode voltage input is V+-2, in that case if my input is 3.3V, what happens?

The LM358 is not a rail-to-rail device. In your design, since your V+ = 3.3V, then your input common mode voltage max would have to be less than 1.3V (V+ - 2). If you exceed the common mode voltage ranges then your op amp will not behave properly, and the output becomes non-linear.
