We want use OPA or comparator as offset function. Can our OPA achieve below requirement? We want output = intput+1V. For example, Vin = -1V~3.3V Vout = 0V~4.3V

30MHz is fairly fast. The edges are much faster, do you care about edge widths?
What is the bandwidth needed? What are the input and output load impedances?
Are you sure +1V is the only or best solution? A more detailed problem explanation might lead to a different type of solution.

Our signal frequency is around kHz level.
Before, we try to use OPA to achieve the requirement, but OPA BU also suggest use comparator. Do you have any suggestion?

I would suggest 2:1 analog switches. Available in 4 or 6 channels.
