Yes, you should be able to do this. This setup is similar to one we have shown may be used on the INA240 as in this prior forum post. If you use a negative voltage at the ground reference, however, you must be certain that you do not violate any absolute maximums when operating this mode. The abs max table listed in the datasheet is GND = 0 referred, so a negative voltage will shift these values by the amount of negative reference you provide.
