do AMC1311 and ISO7763 these kind of isolated device use different VCC?
ex. VCC1=3.3V, VCC2=5V

Yes, these are both devices that provide isolation in a circuit, meaning that they separate the high voltage side of a circuit (motor, electrical grid, etc.) and the low voltage side of a circuit (MCU, FPGA, DSP). Both sides of the circuit (high and low voltage sides) must be powered. The article below can provide a quick overview
