TLV4062-Q1: Is INx pin not to connect the pull-down resistor

The input voltage is 3-5v TTL, which is only used as a comparator. Is INx pin not to connect the pull-down resistor?

    Thanks for your post.  I am not sure if I am understanding your question but the resistor dividers shown in the diagram above are intended to divide the voltage being monitored down to the the reference voltage of 1.2V.  The idea is that when the voltage being monitored reaches the desired level, the divided down signal at the input to the comparator is crossing the 1.2V threshold.  In the use case you described, a 3 to 5V TTL signal would cross the 1.2V threshold without needing the resistor divider network shown in the application drawing.  The TTL signal can just be fed directly into the comparator inputs and no resistors would be required.
