OPA818DRGEVM: NOt working as expected

I'm posting this on behalf on my customer:

I have purchased OPA818DRGEVM board and it is not working as I wanted to b.

two problems: 1- GND and VEE seem to be shorted and I wish to use it in with a split supply. 2- I can't use it as a differential input because the negative input of the opamp is shorted to the GND

I don't know if it is damaged, but accordiging to the board schematic, R9 and R3 are zeros which short the J1 input to ground. How can I use J1 input of my opamp and when I measure the resistance between GND and VEE, it is less than 1ohm, which seems incorrect, and I would like to run the opamp with dual supply voltage (+-6V)

My main appliation is to use the EVM in dual supply configuration to convert a differential signal from DAC to a single ended one with small gain but up to 1GHz bandwidth (My main application is to use the EVM in a dual supply configuration to convert a differential signal from high-speed DAC (1GHz) to a single-ended output with large CMM rejection and almost unit gain)
