Three phase delta configuration power factor measurement [3-wire input, balanced load]

Here is my problem statement. 

The power supply is from a generator (Three phase, delta configuration), as per requirement, need to measure active, reactive, apparent power. There is no need of Phase reversal as per customer. So i'm keeping that discussion aside.

FYI, the previous version of board has a CT for current measurement for all three (L1, L2, L3), then passing through Diff amp and reading it directly inside controller. For voltage measurement, there is ADC(ADS7142), and values read by controller.
Problem statement: The next version of the board has to calculate active, reactive, apparent power. To calculate all of that, i need to calculate phase angle and then compute power factor. Couple of ideas i got while reading on web, one was to use a zero-crossing detector after voltage divider, and CT, and calculate Phase angle. Also, one of the papers suggested to go with Phase locked loops to determine phase angle. My questions are
1. Which approach is convenient, are there any circuits i can make use of?
2. If zero crossing detector is used, where to interface the detector? (Circuit diagram would be appropriate)
3. I'm considering only two phases (L1, L2) as input, Will this be sufficient to calculate phase angle.

[FYI, it's a 3-wire input, Line 3 is used as a reference. Load is balanced]
The board has a controller (along with Floating point unit), I'm looking more towards a solution using discrete components or smaller low-cost ICs for the solution. Guidance please on how to proceed for power factor computation.

My problem statement was simple, that i needed a solution to calculate phase angle to upgrade the existent version of the board. But unfortunately, I'm disappointed to hear it from you. Was my English bad in explaining things or was I not clear in explaining the problem statement, I'm sorry Sir. Thanks for your valuable suggestion.  I would request TI team to assign another TI expert to help me approach the solution.

    I'm sorry that you did not receive the advice you were looking for. The E2E forum is not intended for general design questions unless it's related to a specific TI product or product family. That may be why you received a rather short reply from the previous expert. I do apologize that it may have come across harshly.

    I did consult with our power design experts and unfortunately, we don't have a solution or product suggestion for you. I will say however, that since your input frequency is known, I think using a voltage divider and feeding it into a zero-crossing detector, as well as feeding the CT signal into a ZCD should give you all of the info you need to calculate phase angle. That would seem to be the simplest to implement (outside of using the microcontroller).
