LM358: Oxidated leads, an authentic TI part?

Hi Experts,

Can you confirm if this device is legit? See attached.

For the part number LM358DR of the leads look like have black color. Why are they have these phenomena? Is that normal?

This may be a roughened leadframe and look different from previous non-roughened leadframes. I have a couple questions
