The absolute maximum ratings of the INPUT pins (IN+ and IN-) of the TLV7011 are defined as "VEE-0.3V" to "6V".
Does this apply when the power between VCC and VEE is not rising (0V between VCC and VEE)?

Thanks for reaching out. Yes, the inputs can go up to 6V without damaging the comparator, independent of the supply voltage.
