Why in the ACF2101 IC datasheet, in specification the voltage output range, typical value is crossing the Min. & Max. Limit and explain it.

I believe you are referring to this specification...
This device is specified for asymmetrical supplies of +5V and -15V.
The typical negative output voltage swing is -13.5V, but the minimum is -10V. This means that most devices will be closer to the typical spec of -13.5V, but in the worst-case -10V.
The typical positive output swing is +1V. The max specification states that the worst-case device will be able to output +0.5V, but most devices will be have output swing closer to the typical value of +1V.
