TLV7041: Output state before power applied

The datasheet clearly states that TLV7041 has a POR circuit that will keep the output high impedance when the supply voltage is below the minimum supply voltage during ramp up or ramp down.

Does this hold true also for the case where the supply is not yet applied, or what can be said about the state then? The use case in mind is that of system power cycling where the supply of the TLV7041 might rise later than the supply of a circuit on its output.
