evalboards are usually not tested to fully comply with the FCC or CE standards but are for evaluation only. See what is shown in the "User's Guide":

Also, CE testing is usually done on a complete product and not on a naked printed circuit board.

I am sorry i do not agree with your response.

Foremost, the product is showing to be CE marked. When the manufacturer applies CE to their product, they must issue the EU Declaration of Conformity for that product. This is a legal requirement, as per the CE directives.

If the product was not CE marked, there would be no request for the CE/EU Declaration of Conformity, but it would raise the question as to whether the product is suitable for the EU market. Without getting into too much detail, ROHS is a CE directive and explains that unless the product is sold only business to business and custom-built for a specific project, it would require CE in order to be suitable for the EU market.

The product is CE marked, which means T.I claims it is suitable for the EU market, but at the same time, because T.I CE marks this product, they must draw the EU Declaration of Conformity.

Mouser USA being the importer of records when we sell on behalf of T.Iinto the EU market, we must have in our records the EU Declaration of Conformity (another obligation set by the CE directives), hence the request here.

I would expect this board to be CE under the scope of ROHS 2011/65/EU, i.e the only CE directive that would apply would be ROHS. The CE/EU Declaration of Conformity would therefore confirm compliance with that CE directive. Please review three examples of other evaluation boards, similar products from T.I, similar products, with direct access to their EU DoC, per the weblinks below:

  I am unsure the exact time period when this became required, but our EVMs do have to go through certification to obtain the CE Declaration of Conformity. Our other OPA85x products' EVM within the same product family as the OPA855 have this ROHS certification such as the OPA858DSGEVM.

  The OPA855DSGEVM should have this certification to be released online; I believe it was mistakenly not published. I am looking into the reason, and will be able to provide the document.

CE marking was introduced in the EU in 1993, and its scope extended regularly along the years.

ROHS became a CE directive when ROHS 2011/65/EU was implemented in January 2013.

I will wait to hear back from you with the EU DoC for OPA858DSGEVM

   Sorry for the delay, I was not able to track down the DoC, but the EVM did pass the checklist for the DoC when the EVM was created. I have attached the compliance folder for the EVM which was created at the time of the EVM release. I sent the email to our compliance team, and we should get a response by end of this week.

The formal processes are occasionally longer than we would ideally prefer; please know our team is working on this and either Sima or myself will provide updates as we can do so.  As Sima mentioned, this is not an issue of the OPA855DSGEVM failing compliance or being non-compliant. There are not any anticipated revelations or issues (except for the pending DoC availability) regarding the adoption and use of OPA855DSGEVM alongside other TI RoHS Compliant EVMs.  Viewing the BOM and PCB manufacturing information has yielded no cause for RoHS non-compliance.  

If there are key updates or new information, I will work to place those updates here.

Please ask any questions you may have; we are undergoing processes concurrent to this thread update.

The CE/EU DoC is the document that engages the sole responsibility of the manufacturer that the product they CE-mark is meeting the applicable CE directive (in our case, the ROHS directive). 

I understand you foresee no concern that the product could be non-compliant, however legally the CE/EU DoC is the only document that holds legal value and is mandatory for CE-marked products - Hence the request for T.I. to please provide.

Source of the obligations to Manufacturers and Importers of CE-marked products:

As dictated by all the CE directives, including the ROHS Directive 2011/65/EU, the manufacturer applying CE to their product must draw the CE/EU DoC when they start to apply the CE-mark to the product (and keep that DoC in file for 10 years from the last sales).

T.I CE-mark product OPA855DSGEVM. We need this CE/EU DoC to meet our legal obligations as Importer. I am concerned the lack of CE/EU DoC was first highlighted over two months ago, and the CE/EU DoC has not yet been issued by. T.I,
