Kindly assist us with this query.

From the application note, I got that information in Figure 13 includes a circuit to detect full charge and gives a visual indication of charge completion with an LED. This circuit turns on the LED when the battery enters the floating state.Improved_Charging_Methods_for_Lead-Acid_Batteries_Using_the_UC3906

in figure 13, We want to know at which voltage of the reverse input terminal of LM339, the diode will be lighted. if the input voltage is between 9-13V, the non-inverting input voltage is between 0.9-1.4V, am I right?
