INA240-Q1: VH/VL for PWM to SOC

The INA240-Q1 is designed to precisely measure analog voltages. What you are showing are digital signals with a duty cycle of 50 %, so even with a low-pass filter, you would not see any changes.

What exactly do you want to measure? The frequency?

Does "Frequency is 10Khz(max)" mean that the frequency is varying, and that you want to measure the frequency?

You do not need an ADC to measure two known voltage levels. I suspect that a comparator would be appropriate, but I do not have enough information about your application.

so similar function low-voltage comparator is TLV7031-Q1 and use voltage duvider to shift from 12v to 1.8 (and use a 0.9v reference voltage) as below chart:
