INA826: input Vs Output A with G=1 and 24v single power supply

There is a schematic diagram in which the +vs =24V ,-VS=Ref=0v, +IN < 24v , +IN > -IN >0v  and G=1 as following: 

Question: Is the equation true ?  

Vout = G*(IN+ - IN- )

    Connecting IN+ to positive rail violates the maximum input common-mode voltage defined to be from (V-) to (V+)-1V - see below.  Thus, the circuit will NOT work.

    Keep in mind that the linear input voltage range of INA826 is a function not only of supply voltage, gain and Vref but also of Vcm as shown below.
