INA310A: Bidirectional current sensing - no amplifier output

Hi, 

I am using two INA310A an current monitors to sense an overcurrent of 60mA in both directions. I have implemented the circuit as detailed in the datasheet in section 7.4.3 Bidirectional Overcurrent Comparator. See circuit below. 

For testing, I have attached a lab supply set in constant current across the 200mR shunt resistor. However, the value I am seeing at the output pin of the ICs (either of them) is not 100x the voltage across the shunt, indicating that the amplifier is not working properly. Anyone has any idea what could the design problem be? Thanks!
