If VIN+=15V,VIN-=15V, and Vdiff=0V, Vs=0V , Will it damage the device ?

Would you please clarify what you mean? How can VIN+ and VIN- be 30V apart, but Vdiff also equal to 0V?
Regardless, this condition you describe will not damage the device. The device has an Absolute Maximum Vdiff Rating of +/-30V. Vdiff = VIN+ - VIN-.
The input voltage ratings are essentially independent of the Vs supply.
