VFC110: Not able to get a clock output

I am having issues with this chip. I am using this chip in DC input voltage to try to create a square wave output from 0-100kHz according to the diagram on the page 7 (https://www.ti.com/lit/ds/symlink/vfc110.pdf?ts=1708640209432&ref_url=https%253A%252F%252Fwww.ti.com%252Fproduct%252FVFC110). I wired everything exactly the same as in this diagram and also tried the same circuit as page 6 and I have also tried using a different chip. I used a tried using a single supply of 15V and a dual supply of -15V. Any suggestions for how to get this circuit to work? No matter what I do I do not get a clock at the output of pin 8.
