    Hi Alex,

    I assumed that these parts are purchased from TI e-store or TI authorized distributors. 

    These parts should be functional. Based on the attached image above, I do agree that the package appearances are not up to a typical standard. If you feel about the same way, you may consider to return it and exchange for different lots.
