TL331IDBVRG4 is currently in a LTB status and TL331IDBVR is currently active, I couldn't find a difference between the two components, would you please clarify what the difference between the two Part numbers are.

There is no difference.
The "G4" was the old way that "Green" devices were differentiated from the old leaded plating.
Since all the devices have been converted to "Green", the "G4" is redundant. The "G4" suffix was kept as a convenience for some customers BOM. But now we are now shedding "G4" devices.
Even if you ordered the "TL331IDBVRG4", you would really get the TL331IDBVR. Both are marked the same.

Since all devices have been converted to "Green" was there a time where TL331IDBVR was not "green".
If there was a time where TL331IDBVR was not "green" would you be able to tell me when TL331IDBVR converted to "green"

It was well over 10+ years ago.
For the generic TL331IDBVR, lead-free conversion was in 2003 and "Green" conversion was in 2005.
But I would need to know the exact date code as these were assembled at multiple assembly sites - and each one went "green" at a slightly different time (but all within months of each other).
Unless you have some on a dusty shelf somewhere, they are all going to be Green by now.
