Just to clarify what Joe was saying, a good number of op-amps can only get within a few hundred mV of the rail voltages for the inputs and outputs. If the customer needs their input or output to include GND or the upper rail, make sure the op-amp is spec'd for this. The Parametric Search tool on the TI website allows sorting for rail-to-rail parts.

Taking a look at the OP27A datasheet, this part will not go rail-to-rail. Judging from the Common-Mode Input Voltage specs in the Recommended Operating Conditions table, this op-amp can only get to within 4V of the rails for an input (i.e. for a positive supply of 15V, you can only use an input up to 11V). The outputs appear to only go to 3-5V of the rails. Figure 6 on p.8 shows this relationship as well.
Regardless, you still might be able to use this op-amp. What kind of signal is being amplified?
