The links above can help you pick a shunt resistor, check the accuracy/error of your setup, and help you get started with code. If the INA238 ends up not being accurate enough for you, then you could look into the INA228.

Do you think I could use the INA238/228 in differential mode to monitor the IMON pin current of the TPS26631 or do I need to use the INA with an rshunt directly on the load?

Yes, you can set it up as you showed in your diagram. As long as the voltage drop from R_IMON is within the input range of the INA238/INA228 (based on the current levels and size of the resistor you choose).
