The customer can leave the Shutdown Flag pin open, if it not used. Figure 27 indicates that the pin driving a resistor is optional.
Normally, a current source should connect to some load (e.g. resistor).
The following is OPA551's current specification. If the customer's application consumes up to ±250mA, then they can use OPA593, which is a 4mmx4mm small package and is able operate up to 85Vdc in a single supply or 42.5V in dual rails. We have OPA596, which is the same family as OPA593, but lower in cost (also lower source/sink current up to ±30mA).
